Pongal is a festival and it's a celebration, Pongal comes in mid january. Pongal is a harvesting festival. Pongal is saying thanks to Lord Sun for giving the first harvest of the year. People scream "Pongalo Pongal" during serving food to God Sun. 
Pongal padayal happens outside of the house where everybody can see the sun and thank him.
Pongal is all about celebrating the "God Sun", we make pongal and serve it to Lord Sun.
